Narrative Description of Project:

The state is now poised to enter into segments of tourism like health, conventions, etc. International Convention Center Complex (ICCC) Project in Thiruvananthapuram, the capital of Kerala, is a project that aims to capture the Meetings, Incentives, Conventions and Exhibitions (MICE) segment of tourism. The Government of Kerala (GoK) proposes to implement the project on a Public Private Partnership (PPP) model. The ICCC would comprise of Hospitality and Retail Components in addition to the Convention Center.

The site is spread over 46 acres along the edge of the Akkulam Lake in Thiruvananthapuram. It lies just off the National Highway (NH 47) bypass, about 8 kms from the International Airport and 9 kms from the City centre. Technopark, an Information Technology (IT) Park promoted by the Government is barely 3 kms from the site, and Kovalam Beach, a major tourist destination of South India is 16.5 kms away.

The Project comprises of:

  Convention, Conference and Exhibition (CC&E) Facility (with a plenary hall of 1,500 capacity and Hi-tech hall of 500 capacity)
Hotel / Resort / Service Apartments (with approximately 175 Keys)
Retail (approximately 7,000 sq. mt.) / Entertainment / Entertainment based Theme Park

The Project would be implemented through a Special Purpose Company (SPC) formed under Company’s Act 1956 with Government and Developer Equity. The Authorisation Format is Build Own Operate Transfer (BOOT) and the Authorisation Period is 90 years, including the Construction Period of 3 years.

The Private Sector Partner has been selected through a competitive bidding process.

Services Provided:

IL&FS IDC conceptualized and structured the project as consisting of Convention Centre (1500 seating plenary hall along with additional breakout rooms), IL&FS IDC is currently engaged with the Government of Kerala through a PDPP arrangement and has assisted the Government in identifying a suitable Private Sector Partner for developing this project. Department of Tourism, Government of Kerala is the nodal department for this Project. Various activities undertaken by IL&FS IDC are:

Around 150 rooms in mid-upper level market segment, and commercial facilities to ensure a commercially viable
  business model.
  Procurement of External Consultants: IL&FS IDC procured hospitality consultants for market assessment & detailed feasibility for the Project and technical consultants for topographic surveys, environmental assessment & development guidelines. The studies provided inputs to the bid documents.
Project Structuring: IL&FS IDC developed the Project Structure and term sheets for implementation on PPP format
Procurement of Developer: IL&FS IDC developed the bid documentation and undertook project marketing for procuring a suitable developer. Investors’ conference, one-to-one discussions and pre-bid meetings were organised and managed by IL&FS IDC. IL&FS IDC undertook bid evaluation and recommended the preferred bidder to Government.
